What kind of wall am I drilling into?

I have an art studio and I am trying to hang shelves inside. The building that my studio is in used to be one big floor and they built walls to create private studios.
Every time I try to drill into the wall, I am hitting some metal. I use the stud finder but it is still metal. Then I tried a hollow section and then it was metal again.

Any idea how to drill into and securely hang shelves on this kind of wall?

    Probably what you have come across is an old relatively inexpensive security trick. Pieces of sheet metal were screwed to the studs to keep a thief from simply kicking through the drywall. Whoever did the wall building actually did you a big favor. If you can find the studs your best bet is to attach the shelves to them. You just must bore through the metal first.

    Buy a drill bit for metal. Use toggle bolts to attach the shelves.
